The .wtc file extension has a very limited set of programs which share its unique nomenclature. There is only one software production company which puts out programs that are maintained and developed at the present time. That company is WaterTite, based in the UK and at the time of this writing is expanding its staff which bodes well for its future growth. This company specializes in software that monitors moisture properties within buildings, which also serves as a diagnostic tool used for troubleshooting and maintenance planning. These tools are especially useful to the owners and maintainers of large, industrial buildings which have expansive basement floors or other areas similarly prone to moisture.

WTC stands for Watertec, in this case the file is an encrypted data set which is only readable to its parent program. Any .wtc file which corresponds to this software cannot be opened by any third party utility. In fact, this software is so specialized that it is not offered to the public, but is instead marketed to a private market composed of what are generally considered to be large scale corporations. If you do happen to come across a contents unidentified .wtc, it will be extremely unlikely that it is meant to be used with this program, unless you are an individual who is using this software for the aforementioned purposes as someone in the commercial sector. There are instances, however, where individuals may want to use some software that monitors moisture levels in walls. Perhaps one may be building his or her own house and wants to be forewarned about any potential leaks into the basement. Also, there are some building techniques which warrant this kind of attention to moisture. In fact, it has been suggested in alternative building books that sensors in the wall are great insurance against moisture damage in methods such as straw bale construction. In this case, though, there are other software solutions that may be more accessible and simplified for your needs.
There have been reports from some computer users in various parts of the world of coming across lone .wtc files which contain no data, which is evident from their zero bytes file size. The common thread among these reports is that the files are always found within a folder that is related to photo or image transfer software, usually from webcams. Since the file contains no data, it can be safely assumed that the file is simply the empty container that once held some data relevant to the webcam and/or image transfer software. If you find yourself in this position, you can delete the file if you wish; it should not affect your ability to transfer images or interact with your video capture device in the future. Finally, there is an outdated version of a program for all version of Microsoft Windows called WeatherTrac which used the .wtc extension for holding specific program specific data. It is currently no longer used. As the name suggests, this software is used for monitoring the weather, and it seems that it actually started out as a somewhat simple proof of concept for the Perl programming language. It has since grown into something more fully featured, but its popularity hasn't taken hold in the face of competition from many other similar software packages.
In all three of these cases, the files are not human readable or formatted in a way that can be easily deciphered. They may not necessarily even be viewable in a text editor. Because of this, it will be hard to easily spot file damage or corruption. If you are working with any of these files and suspect that it may be damaged, attempt to get a new copy of the file, if possible from another source.
